COMMUNITIES OF AGGLOMERATIONS AS SUBJECTS OF EUROPEAN INTEGRATION OF UKRAINE: INSTITUTIONAL LIMITATIONS AND OPPORTUNITIES

The article focuses on the institutional dimension of the participation of territorial communities integrated into agglomerations in the process of Ukraine’s European integration. The relevance of the topic is driven by the growing importance of the local level in implementing integration-oriented transformations under conditions of deep decentralization, increasing spatial differentiation of development, and heightened pressure on territorial governance systems caused by economic, demographic and infrastructural asymmetries. Agglomerations increasingly function as key spatial nodes concentrating economic activity, managerial resources, innovation capacity and modern infrastructure, which makes communities within them especially significant for the local realization of European integration objectives. The paper examines the specific institutional environment in which agglomeration communities operate, emphasizing the complexity of governance arrangements shaped by the coexistence of multiple municipalities, unequal resource endowments, and insufficiently formalized mechanisms of inter-municipal coordination. Attention is paid to the role of agglomeration communities as local actors involved in the adaptation of European governance approaches, administrative practices and policy principles within their territorial contexts. The discussion highlights structural and institutional factors that influence the capacity of these communities to engage in European integration processes, including organizational fragmentation, limited managerial capacity, uneven access to financial instruments, and the absence of stable platforms for joint strategic planning. Special emphasis is placed on social capital, institutional trust and horizontal cooperation as essential preconditions for effective local engagement in European integration. The article also addresses the importance of shared institutional frameworks, coordinated decision-making and communication mechanisms within agglomerations for sustaining integration-oriented changes. By focusing on agglomeration communities as active local actors rather than passive recipients of external initiatives, the paper contributes to a deeper understanding of the institutional challenges and opportunities associated with embedding European integration processes at the territorial level in Ukraine.
