THE DEVELOPMENT OF ISRAEL'S INNOVATION ECOSYSTEM AS AN EXAMPLE OF THE "STARTUP NATION" MODEL AND PROSPECTS FOR COOPERATION WITH UKRAINE

Abstract

The relevance of this study is driven by Ukraine’s urgent need to identify effective models for economic recovery and to enhance technological resilience under conditions of sustained military challenges. Israel’s experience in successfully building a globally competitive innovation-driven economy – the so-called “Startup Nation” – despite persistent geopolitical tensions and limited natural resources, is of particular significance for Ukraine’s future development. This article is devoted to an analysis of the evolution of Israel’s high-technology sector, with an emphasis on the key stages of its formation and transformation. The study traces the sector’s development trajectory from the early 1960s – a period marked by the emergence of foundational scientific, technological, and institutional preconditions – to the contemporary stage, in which Israel’s high-tech sector operates as one of the world’s leading global innovation hubs. Special attention is paid to the impact of public policy, the military – technological complex, the higher education system, venture capital, and international cooperation on the formation of the country’s innovation ecosystem. The research examines the role of state-led initiatives, with a particular focus on the Yozma program, which acted as a catalyst for the development of Israel’s domestic venture capital market by mitigating risks for international investors and fostering a competitive environment for private funds. The study further analyzes the distinctive model of interaction between the defense and civilian sectors of Israel’s economy, highlighting the role of elite military units – most notably Unit 8200 – as highly effective institutions for the formation and development of technological human capital. The article substantiates the argument that such units function as intensive incubators of innovative competencies, facilitating the transfer of knowledge, skills, and organizational practices into the civilian high-technology sector. Particular attention is given to sociocultural determinants of innovative development, especially the entrepreneurial “culture of audacity” (“chutzpah”), characterized by a high degree of persistence, direct communication, and strong tolerance for risk and failure, which collectively create a favorable environment for the generation and commercialization of innovations. The analysis covers Israel’s key technological domains, including cybersecurity, financial technologies (FinTech), health technologies (HealthTech), and agricultural innovations (AgriTech). Special emphasis is placed on the role of human capital and historical waves of immigration, which have significantly strengthened Israel’s scientific and technological capacity. The article also examines the current dynamics of Ukrainian – Israeli cooperation in the IT sector, identifies existing R&D infrastructure, and assesses the potential for establishing joint Deep Tech laboratories. The discussion addresses the challenges of sustaining innovation during wartime and underscores the strategic necessity of integrating Israel’s venture capital expertise with Ukraine’s engineering potential. By exploring innovation governance mechanisms in Israel and the role of academic institutions in technology transfer, the article aims to outline a framework for future bilateral projects in defense technologies, cybersecurity, and smart agriculture. The development of an innovation ecosystem that supports rapid prototyping and global scaling is emphasized as a key priority for Ukraine’s post-war recovery strategy.
